Puerto Rico Extends Compulsory Liability Insurance Coverage for Motor Vehicles Amid Registration Renewal Delays

PR| The Puerto Rico OCI Ruling Letter No. CN-2025-366-D outlines the extension of compulsory liability insurance coverage for motor vehicles with registrations expiring in December 2024, as per a Department of Transportation and Public Works (DTOP) resolution. It provides detailed guidelines for insurers, insureds, and the Joint Underwriting Association (ASC) to ensure continuity of coverage during the extended period until January 15, 2025, or beyond if further extensions are granted.

Key provisions:

  • Coverage Extension: Insurers must honor claims and provide coverage for vehicles whose registration and stickers are extended under DTOP Resolution No. 2024-31, treating them as if they were validly registered during the extension period.
  • Renewal Process: Insureds must renew their vehicle registration and pay premiums by the end of the extended period to maintain coverage. Automatic renewal applies for those insured during the extension, with retroactive coverage starting January 1, 2025.
  • Unfair Practices: Insurers are prohibited from denying coverage or claims during the extension due to unpaid premiums for the subsequent period. Violations may result in sanctions under Puerto Rico’s Insurance Code.
