Important Update for All Adjusters Operating in Iowa
The Iowa Insurance Division is implementing new licensing requirements for independent adjusters following the passage of Senate File 619, which was signed into law on April 22, 2025, and outlined in Bulletin 25-04 . This represents a significant change as Iowa previously did not require licensing for independent adjusters. All adjusters are advised to monitor the Iowa Insurance Division website for the most current information.

New Licensing Requirements
Independent Adjuster Licenses Now Required
Beginning July 1, 2025, Iowa will require independent adjusters to obtain a state license to operate within the state. This licensing requirement applies to:
- Iowa resident adjusters who do not hold an independent adjuster license in any state
- Non-resident adjusters who hold independent adjuster licenses in other states
- Business entities seeking independent adjuster licenses
Staff Adjuster Licenses (Optional)
Iowa will also offer staff adjuster licenses, though licensing for staff adjusters remains optional. Staff adjusters who choose to obtain a license will need to submit proof of employment and evidence of financial responsibility.
Modified Licensing Process for Current Adjusters
Eligibility for Attestation Process
If you have been working as an independent adjuster in Iowa or any other state prior to January 1, 2025, you may be eligible for a Modified Licensing Process that allows you to obtain a license without taking the state examination.
Key Requirements for Modified Process
To qualify for the modified licensing process, you must:
- Have been working as an independent adjuster or staff adjuster prior to January 1, 2025, in any state
- Have the requisite character and competence to be licensed as an adjuster
- Provide detailed employment information for verification purposes (see Modified Licensing Process Attestation)
Application Deadline
The License Attestation for Adjusters, Appraisers and Umpires must be submitted by October 1, 2025. Adjusters who submit applications by this deadline may continue providing services while their licensing decision is pending.
Standard Licensing Process
For New Adjusters
Adjusters who do not qualify for the modified process must:
- Pass the Iowa adjuster examination through Pearson VUE
- Complete the application process
- Submit evidence of financial responsibility
Examination Requirements
The Iowa state adjuster exam will be offered starting July 1, 2025, and is provided by PearsonVue. Exam results are valid for 90 days and will be electronically submitted to the NIPR online system.
Additional Requirements
Criminal History Checks
As outlined in Bulletin 25-03, the Iowa Insurance Division has selected Fieldprint to conduct fingerprinting and federal criminal history checks as authorized under Iowa Code 522B.5A6. The Iowa Department of Criminal Investigation will conduct state criminal history checks using fingerprints provided by Fieldprint.
Financial Responsibility
All independent adjusters must submit evidence of financial responsibility as part of their application process.
Action Items
Immediate Actions Required:
- Current Adjusters (working prior to 1/1/2025): Submit the License Attestation form by October 1, 2025, to avoid examination requirements
- New Adjusters: Prepare for examination requirements and gather necessary documentation
- All Adjusters: Review Iowa Administrative Code Chapter 55 for detailed regulatory requirements
