Northern Mariana Islands Issues 2024 Health Insurance Filing Instructions for Insurers

NMI| Administrative Bulletin 2023-03 from the Office of the Insurance Commissioner in the Commonwealth of the Northern Mariana Islands, dated March 6, 2023. It provides instructions for health insurance issuers regarding the submission of health insurance policy forms for Plan Year 2024, specifically through the System for Electronic Rates and Forms Filing (SERFF). The bulletin outlines compliance requirements related to federal health insurance laws and clarifies the enforcement role of the Centers for Medicare & Medicaid Services (CMS) for certain provisions.

Key Points:

  • Health insurance issuers in the Northern Mariana Islands must submit form filings for all health insurance products—including individual, group, student, grandfathered, and “grandmothered” plans—via the CMS Direct Enforcement instance in SERFF for Plan Year 2024.
  • The bulletin clarifies that the CNMI is not enforcing certain provisions of the Public Health Service (PHS) Act as amended by the ACA and CAA, so CMS is responsible for enforcement through policy form reviews before product sales.
  • Additional resources and detailed filing instructions are available on the CMS website, and questions can be directed to the CMS Form Filing team.
