HI| Memorandum 2025-4R, from the Hawaii Department of Commerce and Consumer Affairs’ Insurance Division, announces the implementation of Act 256, which establishes a new regulatory framework for the sale of travel insurance in Hawaii effective July 1, 2025. The memo clarifies that travel-related accident and health or sickness products will continue to be reviewed under existing statutes, distinguishing these from travel products that include property and casualty benefits, which are subject to different regulatory and rate review requirements. The department will maintain its review of group and blanket disability insurance policies, including those related to travel, and reminds insurance producers selling such policies under Article 10A that they must possess a valid accident and health or sickness insurance license. Effective July 1, 2025.
