VT| The Vermont Department of Financial Regulation issued Insurance Bulletin #235 on August 15, 2025, clarifying the enforcement timeline for newly mandated health insurance coverage of diagnostic breast imaging under state law changes. Specifically, Act 94 of 2023 requires insurers to provide coverage for diagnostic mammography and breast imaging with no member cost-sharing, effective for plans offered, issued, or renewed on or after January 1, 2026, but no later than January 1, 2027. Although Act 11 of 2025 reorganized insurance statutes and incorporated these changes, the Department will enforce the substantive coverage requirements per Act 94’s timeline, confirming that such coverage will not be required earlier than January 1, 2026.
