California Department of Insurance Issues One-Year Moratorium on Non-Renewals for Wildfire-Impacted ZIP Codes.

CA| The California Department of Insurance issued Bulletin 2025-12, which enacts a mandatory one-year moratorium—effective June 18, 2025—on cancellations and non-renewals of residential property insurance policies in ZIP Codes impacted by the Franklin Fire state of emergency. This moratorium applies to all admitted and non-admitted insurers, requiring them to maintain coverage and to rescind or reinstate any policies in these areas that were cancelled or non-renewed due to wildfire risk after the emergency declaration.

  • No residential property insurance policies in specified affected ZIP Codes (including Malibu and surrounding areas) may be cancelled or non-renewed due to wildfire risk for one year from June 18, 2025.
  • Insurers must offer to rescind any notices of cancellation or non-renewal issued due to wildfire risk after the state of emergency declaration and reinstate or renew those policies.
  • Additional ZIP Codes may be added to the moratorium through supplemental bulletins as needed, based on ongoing assessment of fire perimeters.
