New NC Data Call: Reporting Required for Consent to Rate Auto & Homeowners Policies

NC| Bulletin Number 25-B-13, from the North Carolina Department of Insurance (dated October 6, 2025), outlines mandatory semi-annual data reporting requirements for property and casualty insurers writing nonfleet private passenger motor vehicle physical damage and homeowners insurance (with up to four housing units) in North Carolina, specifically for policies written on a Consent to Rate basis during the period from January 1, 2025, through June 30, 2025. Insurers must complete and submit data using the Department’s provided Excel form by November 20, 2025. Carriers that did not issue such consent to rate policies during this period are exempt from this data call.

Key Issues:

  • Applies to insurers writing nonfleet private passenger motor vehicle physical damage and residential policies under HO-2, HO-3, HO-5, HE-7, or HO-8 forms, with reporting only required for those issuing Consent to Rate policies in the specified timeframe.
  • Required data must be entered without altering the provided Excel template, and submissions are due by November 20, 2025.
  • Insurers who did not write any applicable Consent to Rate business during this reporting period are not subject to this data call requirement.
