North Carolina Health Plans Required to Authorize Extra Prescription Refills Amid Imelda Emergency

NC| Bulletin 25-B-12 issued by the North Carolina Life & Health Division in response to Tropical Depression Nine (Imelda), following Governor Stein’s Executive Order 26 declaring a state of emergency. It reminds all licensed insurance entities and health benefit plans in North Carolina of their compliance obligations regarding prescription refills during emergencies, authorizing extra prescription medication requests within the emergency period.

Key Points:

  • Executive Order 26 declared a state of emergency for North Carolina due to Tropical Depression Nine Imelda, impacting insurance and health benefit plan operations.
  • All health benefit plans, including the State Health Plan, must authorize extra prescription refills within 29 days of the bulletin’s issue, per N.C.G.S. 58-3-228.
  • The compliance requirement applies to prescription refill requests during the emergency, with further guidance available from the Department of Insurance.
