New Clarification from Alabama Department of Insurance: Foreign RRG Registrations Proceed Despite Moratorium

AL| The Alabama Department of Insurance has issued a clarification stating that its recent moratorium on licensing or registration of new captive insurers and risk retention groups, as outlined in Bulletin 2025-01 and Bulletin 2025-05, does not apply to foreign (non-Alabama) risk retention groups. These out-of-state applications will continue to be processed per standard procedures, regardless of the temporary moratorium.
