Alabama Insurance Department Mandates All Filings Go Digital via SERFFSM, Effective Immediately

AL| The Alabama Department of Insurance Bulletin 2025-04, outlines the updated requirements for all insurance-related rate and form filings in Alabama, effective August 1, 2025. The Bulletin consolidates and replaces several prior bulletins, maintaining most historical requirements but clarifying that all filings must be submitted electronically via SERFFSM with fees paid by electronic funds transfer (EFT). It specifies minimum fees for various types of filings in property, casualty, life, and health insurance, and establishes a maximum submission fee per filing.

  • SERFFSM is now mandatory for all insurance rate and form filings; paper or non-EFT payments are no longer accepted.
  • Filing fees are generally set at $100 per filing (with specifics outlined per category), and there is a maximum fee of $5,000 per submission.
  • Historical bulletins are replaced and consolidated, but existing fee amounts and requirements remain largely unchanged except as specified in this update.
