AL| The Alabama Title Insurance Agents updated regulation modernizes fees and confirms the licensing, renewal, continuing-education, appointment, and enforcement framework for individual and business-entity title agents. Most substantive operational amendments take effect January 1, 2027, while the regulation continues to require online licensing and insurer appointments through NIPR, biennial renewals, and compliance with applicable education requirements.
- Appointments and compliance: Each title agent must be appointed by every title insurer represented, with appointment notices filed online through NIPR within 15 days after the agency contract is executed or the first application is submitted, whichever occurs first. Effective January 1, 2027, the appointment fee is $36 per agent per insurer and the annual continuation fee is $12. Failure to renew causes license expiration and appointment cancellation; violations may result in probation, suspension, revocation, and related reapplication restrictions.
- Licensing and fees: Individual applicants must generally pass the title-agent exam, be at least 19, meet Alabama residency or qualifying in-state employment requirements, and obtain insurer appointments. Initial individual licensing fees total $72 ($24 application + $48 license); business-entity licensing fees total $144 ($24 application + $120 license). Business entities must be Alabama entities with an in-state principal place of business and designate an affiliated licensed individual as the responsible compliance/signing agent.
- Renewal and education: Individual licenses renew biennially at the end of the licensee’s birth month in the applicable odd- or even-year cycle; business-entity licenses renew biennially on December 31. Timely renewal fees are $47 for individuals and $118 for entities, with a $59 late fee during the first 30 days after expiration. Individual licensees generally need 24 CE hours per renewal cycle, including 3 ethics hours, unless licensed for less than one full year before expiration.
