AR| Arkansas Insurance Department Bulletin No. 9-2026 announces that effective January 1, 2027 the Department will replace OptIns with Slip+ for States as the mandatory platform for surplus lines transaction reporting and premium tax payment under Ark. Code Ann. § 23-65-315. All policies and endorsements effective on or after January 1, 2027 must be filed in SLIP+ and will carry the 4% surplus lines premium tax plus a 0.175% transaction fee on remitted funds, all paid by ACH debit, while pre-2027 effective-date business continues in OptIns. Existing SLIP+ users simply add their Arkansas license to their current profile rather than opening a new account, registration is already open, and the Department will provide additional training before the mandatory cutover.
