California Commissioner Issues Mandatory Moratorium on Cancellations and Non-Renewals for Residential Properties Affected by Wildfires

CA| Bulletin 2025-6, issued by California Department of Insurance on February 25, 2025, mandates a one-year moratorium on cancellations and non-renewals of residential property insurance policies in specific ZIP codes affected by the Hughes Fire. This action follows Governor Gavin Newsom’s state of emergency declarations on January 7 and January 27, 2025, for Los Angeles and Ventura counties due to multiple wildfires. The bulletin prohibits insurers from canceling or refusing to renew policies solely based on wildfire risk in the designated areas, starting from January 27, 2025.
