CA| Commissioner Ricardo Lara has announced that the California Department of Insurance will hold an Export List hearing via videoconference and teleconference at 10:00 a.m. Pacific Daylight Time on June 17, 2025, to consider requests for additions and modifications to the Export List, which allows certain insurance coverages to be placed in the surplus lines market without a diligent search among admitted insurers. The hearing will address proposals such as adding coverage for commercial cannabis operations, builders risk for wood frame buildings, wildfire-only commercial policies, and more, while also modifying existing foster family liability coverage. Interested parties must register in advance to testify and provide evidence that the requested changes are necessary due to a lack of adequate or reasonable admitted market or because the coverage is for a new, innovative product; all supporting materials are due by 5:00 p.m. PDT on June 17, 2025.
- The hearing will consider ten proposed additions and one modification to the Export List, including coverages related to cannabis, construction, wildfire, and liability.
- Testimony and written evidence must demonstrate the absence of a sufficient admitted market or the innovative nature of the coverage to justify its inclusion on the Export List.
- Interested parties must register to testify by June 13, 2025, and submit all supporting materials to the Department of Insurance by June 17, 2025.
