The protection runs from August 6, 2026, following the Governor’s Calaveras County emergency declaration, and prohibits action based solely on wildfire risk for policies in force on that date.
- Required remediation: Insurers must offer to rescind any wildfire-risk cancellation or non-renewal notice issued on or after August 6, 2026, and offer to reinstate or renew the policy if it was in effect on the emergency-declaration date and the property is in a listed ZIP Code. The restriction is limited to actions taken solely because of the property’s location in a wildfire area.
- Covered locations and period: Insurers may not issue wildfire-risk-based cancellation or non-renewal notices through August 6, 2027, for covered policies located in these ZIP Codes: 95215, 95220, 95222, 95225, 95226, 95227, 95228, 95229, 95230, 95236, 95245, 95247, 95249, 95251, 95252, 95254, 95320, 95327, 95361, 95370, 95640, and 95642. CDI may add ZIP Codes through a supplemental bulletin.
- Policies covered: The moratorium includes homeowners, condominium unit-owner, mobilehome, and renters policies, plus qualifying commercial property policies. Commercial exclusions generally include inland marine, transit/transportation, and commercial auto, as well as commercial property policies with at least a $25,000 annual premium where the insured averaged at least 25 employees in the prior year; however, commercial residential/habitational risks—including HOAs, condominium associations, apartments, multifamily housing over five units, student housing, long-term rental hotels/motels, and senior living—remain covered notwithstanding the premium/employee threshold.
