California repeals 20-hour prelicensing for most insurance producers; keeping the 12-hour ethics and Insurance Code training

CA| The November 10, 2025 Notice from the California Department of Insurance explains that, effective January 1, 2026, Assembly Bill 943 repeals the 20‑hour prelicensing education requirement in California Insurance Code section 1749 for most insurance producer license applicants, including property, casualty, commercial lines, personal lines, limited lines automobile, life, and accident and health or sickness, although the long‑standing 12‑hour ethics/California Insurance Code study requirement remains in place. Applicants are encouraged to review the License Examination Objectives, take appropriate courses, ensure they select all relevant lines of authority on their applications, and submit fingerprints after passing the license exam but before applying for the license.

The Notice confirms that bail agents and public insurance adjusters must still complete their 20‑hour prelicensing requirement and sets transition deadlines: education providers have 10 days after course completion to submit rosters for courses completed by December 31, 2025, with the last date for those credits to be recorded on January 11, 2026, after which 20‑hour, 32‑hour, and 52‑hour prelicensing courses (including those with ethics hours) will be inactivated and removed from the Department’s online course search systems.
