California’s Insurance Commissioner Issues Mandatory Moratorium on Cancellations and Non-Renewals

CA| Following the Governor’s Declaration of a State of Emergency on January 7, 2025, due to the Southern California Wildfires, Commissioner Lara issued Bulletin 2025-1, a mandatory moratorium on cancellations and non-renewals of residential property policies.

  • The moratorium applies to all admitted and non-admitted insurers writing residential property insurance in California, covering homeowners’, condo unit owners’, mobile homeowners’, and residential renters’ insurance policies
  • The bulletin lists specific ZIP codes in Los Angeles and Ventura counties where insurers are prohibited from canceling or non-renewing policies due to wildfire risk for one year, starting from January 7, 2025
  • Insurers must offer to rescind any cancellation or non-renewal notices issued due to wildfire risk since the Governor’s January 7, 2025 emergency declaration and reinstate or renew affected policies in the specified ZIP codes
