Colorado Issues Bulletin Clarifying Abortion Coverage for On-Exchange Individual Health Plans

CO| Bulletin No. B-4.148, issued by the Colorado Division of Insurance, clarifies the state’s position on payments to carriers for abortion coverage in on-Exchange individual health plans. Following the passage of Senate Bill 23-189 in 2023, which mandates carriers to cover the full cost of abortion care without enrollee cost-sharing. The bulletin outlines that for the 2025 plan year, the Health Insurance Affordability Enterprise will disburse payments of $1 per member per month to carriers for abortion coverage segregation as required by federal law. This applies to plan members enrolled in individual coverage through Connect for Health Colorado who receive Advance Premium Tax Credits.
