Commissioner Saiki Announces Reorganized Filing Structure to Support Growing Regulatory Demands

HI| The Hawaii Insurance Division has reorganized its former Rate and Policy Analysis (RPA) Branch into two specialized units: a Life and Accident & Health (LAH) Filings Branch and a Property and Casualty (P&C) Filings Branch, effective per Memorandum 2025-12R issued to all admitted and non‑admitted insurers. The change is intended to support growing regulatory responsibilities, improve filing review timeliness and quality, and align the Division’s structure with best practices by allowing staff to focus more deeply on their respective lines of insurance. The memo also provides insurer contact points:
