CT| Connecticut Insurance Department Bulletin SL-7, effective October 1, 2026, rescinds Bulletin SL-6 and implements changes from Public Act 26-69. Although the statutory diligent-effort requirement for surplus lines placements has been eliminated, the Department emphasizes continued producer diligence, including clear insured disclosures regarding the distinctions and risks of surplus lines coverage.
- Annual reporting: Licensed Connecticut surplus lines brokers must provide an annual report in the form and manner the Commissioner later specifies, covering policy counts and types, real-property locations and premiums, and prior-year renewals. Carriers may submit this information for brokers.
- Tax filings: Surplus lines tax returns and payments must be filed electronically through NAIC OPTins, generally by February 15, May 15, August 15, and November 15. Connecticut collects tax when it is the insured’s NRRA “home state”; independently procured insurance remains under the Department of Revenue Services’ jurisdiction.
