The bulletin allows insurer discretion for other personal/family/household property and casualty coverages, but establishes a concrete compliance timeline for the specifically identified lines.
- Request handling: Insurers must accept requests for premium-increase explanations by mail, telephone, and email; optional electronic methods such as online forms may be offered but cannot be required. The insurer must respond within 20 business days of receipt, and any verbal response must address the policyholder’s specific premium components and be documented and tagged in the insurer’s system as a premium-increase inquiry.
- Billing-notice content and format: The renewal billing notice must state that the renewal premium is increasing; explain the insurer’s obligation to provide a reasonable explanation within 20 business days after a named insured’s request; provide mailing address, telephone, email, and any optional electronic-submission contact information; and explain submission options. This statement must appear at the beginning of the notice in 12-point bold type.
- Implementation and recordkeeping: Insurers are requested to submit revised renewal premium billing notices through SERFF for informational review by December 1, 2026, and must be ready to use the new notices beginning January 1, 2027, for future renewal effective dates. Insurers should also implement a mechanism to track the volume of requests because the Department may seek related data.
