NC| North Carolina Department of Insurance Bulletin 26-B-08, issued July 8, 2026, outlines requirements for insurers and adjusting firms deploying catastrophe (CAT) adjusters following a declared disaster. Qualified out-of-state adjusters may handle catastrophe-related claims for authorized insurers without obtaining a North Carolina adjuster license, subject to statutory eligibility requirements, required identification, immediate written notification to NCDOI, and the authorization period determined by the Commissioner. This exception does not apply to public adjusters, who must hold a North Carolina public adjuster license.
Identification and notification: Companies must issue CAT adjusters an NCDOI identification badge using the bulletin’s template and notify NCDOI when deploying them, preferably at CATAdjusterRequest@ncdoi.gov. The notification must identify each adjuster’s name, state of residence, licensing status and applicable licensing state, and North Carolina CAT course completion status, and specify that work is limited to losses from the named catastrophe. Adjusters must present their badges upon request; the attached badge template displays an expiration date of May 31, 2027.
Training and accountability: NCDOI strongly encourages—but does not require—completion of its CAT course covering North Carolina insurance and building-code requirements and requests certification of course completion when adjusters are registered. Companies remain responsible for preventing unauthorized adjusting, and emergency authorization remains valid only while identification requirements and the Commissioner’s authorized time period are satisfied.
