HI| Memorandum 2025-5H, from the Hawaii Department of Commerce and Consumer Affairs Insurance Division, encourages all health insurance providers in Hawaii—including insurance companies, mutual benefit societies, and health maintenance organizations—to voluntarily extend preventive care coverage, as established by the Affordable Care Act (ACA) and effective as of July 1, 2025, to members of grandfathered health plans, despite these plans not being legally required to include such benefits. The Insurance Division believes that offering preventive services without cost-sharing will promote early detection of serious health conditions, enhance the overall well-being of plan members, and help reduce long-term healthcare costs.
