Hawaii Insurance Division Invites Industry Feedback on Modernized Property and Casualty Rate Filing Process

HI| Hawaii Insurance Commissioner Scott K. Saiki announces that, due to positive feedback, the comment period on the revised Property and Casualty rate, rule, and form filing procedures (“Hawaii General Requirements and Filing Instructions,” referenced in Memorandum 2025-10R) is extended to December 31, 2025, with materials available on SERFF and the division’s website. The memo also extends the effective date of the revised requirements to February 1, 2026, requires insurers to bring existing filings into conformity, allows use of the new forms before that effective date, invites comments by email through close of business December 31, 2025, and acknowledges P&C staff efforts to modernize the rate filing process.
