HI| Hawaii Insurance Commissioner Scott K. Saiki issued Declaration 2026-4LIC on September 25, 2026, to address claim-volume demands arising from Hurricane Lala, Hurricane Lowell, and Tropical Storm/Hurricane Nolo. Under HRS § 431:9-201(b), the declaration permits properly qualified nonresident independent adjusters to work in Hawaii without a Hawaii license for up to 120 days following registration, provided they hold a current license from a substantially similar licensing state and the employing insurer, independent adjusting company, or producer submits required adjuster identity, Hawaii and permanent business/home addresses, and phone numbers to the Commissioner within three working days after work begins. Adjusters previously authorized under Declarations 2026-2LIC and 2026-3LIC for Hurricane Lala may continue handling claims from the listed storms through January 23, 2027. Required information should be submitted through the Emergency Independent Adjuster form or sent to the Insurance Division Licensing Branch at inslic@dcca.hawaii.gov; nonresident public adjusters are expressly excluded unless the Commissioner makes a later determination that they are needed. Nonresident adjusters have 30 days from the declaration date to register unless extended, and violations may result in civil penalties under HRS § 431:9-201(c) and (d).
