ID| Idaho Department of Insurance Bulletin No. 26-16 establishes a mandatory health care cost drivers data call for insurers that reported Idaho comprehensive major medical business on their MLR Annual Reporting Forms during 2022–2025. Issued October 5, 2026, the bulletin requires detailed Idaho commercial-market data—including individual, small-group, large-group, and administered self-funded employer plan experience—to support DOI analysis of affordability, market dynamics, insurer exposure, and the causes of health care cost growth. Completed submissions, including supporting MLR filings and required reconciliation/attestation, must be electronically submitted by November 16, 2026.
- Who and what is covered: The data call applies to insurers reporting Idaho comprehensive major medical business for any year from 2022 through 2025. It excludes short-term and student plans, Medicare Advantage and Medicare Supplement, Medicaid managed care, stand-alone dental/vision, and other excepted benefits.
- Required reporting: Carriers must use the DOI template without altering its structure and report: statewide MLR-based premium, claims, expenses, taxes, and enrollment; enrollment and billed premium by subscriber ZIP code/county; claims by service category and geography; medical claims by primary diagnosis; and pharmacy claims by National Drug Code. Claims must be incurred claims with payments through at least July 31, 2026, and each submission must include Idaho MLR Annual Reporting Forms for 2022–2025.
- Submission, confidentiality, and enforcement: Submissions are due to HealthSurvey@doi.idaho.gov by November 16, 2026; carriers must explain reconciliation variances and data limitations rather than delay filing. DOI states that trade-secret and examination information is confidential and that only non-identifying aggregated results will be published. An untimely or incomplete response may result in administrative action and penalties under Idaho Code Title 41.
