ID| The Idaho Department of Insurance Bulletin No. 26-13, issued July 29, 2026 to all life insurance companies, sets the minimum interest rate insurers must pay when they defer payment of cash surrender values under life policies or individual deferred annuities. Under Idaho Code §§ 41-1927(3) and 41-1927A(3)(b), failing to tender payment within 30 days of receiving a surrender request (counted from receipt by the insurer or its authorized agent) constitutes an election to defer, triggering the interest obligation. Effective July 1, 2026 through June 30, 2027, that minimum rate is 8.875%, as calculated annually by the Idaho State Treasurer under Idaho Code § 28-22-104(2) and published on or about July 1 each year on the Treasurer’s website.
