TO ALL INSURERS OF PUERTO RICO, FOREIGN INSURERS, INTERNATIONAL INSURERS AND REINSURERS, REINSURERS, ELIGIBLE SURPLUS LINES INSURERS, PROVIDERS OF SERVICE CONTRACTS, HEALTH SERVICE ORGANIZATIONS, AUTOMOBILE CLUBS, GENERAL AGENTS, MANAGERS, PRODUCERS AND AUTHORIZED REPRESENTATIVES, RESIDENT AND NON‑RESIDENT, SURPLUS LINES BROKERS, AND THE REST OF OUR REGULATED ENTITIES AND THE GENERAL PUBLIC.
EXECUTIVE ORDER NO. OE-2025-058, ADMINISTRATIVE RECESS
Dear Madams and Sirs:
In accordance with Executive Order No. OE-2025-058 issued on December 20, 2025 by the Governor of Puerto Rico, Hon. Jenniffer González Colón, days off were granted, to be charged to vacation leave, for all public servants of the agencies of the Executive Branch, on January 2 and 5, 2026. In view of this, the Office of the Commissioner of Insurance (OCS) notifies that from noon on December 31, 2025 until January 6, 2026, its offices will remain closed, and it will resume operations on Wednesday, January 7, 2026.
It is reported that, during said period, the time limits applicable or previously set for the delivery of documents or information to the OCS related to investigations, orders, ongoing audits, examination reports, annual statements, admissions, mergers, form and rate filings, continuing education, requests for hearings, motions, license renewals, or any other proceeding before the OCS that expire during that period shall be governed in accordance with the provisions of Circular Letter No. 2013-1827-AF of March 27, 2013, entitled “Notice of Rules Applicable to Due Dates for the Filing of Documents with the Office of the Commissioner of Insurance.”

Any time limit applicable to the OCS, under the provisions of the Puerto Rico Insurance Code, for its review and approval of form and rate filings, authorization of insurance companies, approval of administration contracts, issuance and renewal of licenses, investigations, extensions, among others, will be tolled at noon on December 31, 2025 and will resume on January 7, 2026, the date on which the OCS will resume its operations.
Notwithstanding, it is noted that even though our facilities will remain closed during the aforementioned recess, every surplus lines broker may continue to place risks through the online services platform as usual. In addition, every regulated entity may continue accessing its licensing records and processing its license transactions through the agency’s electronic platform. Likewise, any person may continue submitting investigation requests through the agency’s website https://www.ocs.pr.gov/solicitud-de-investigaciones, as well as processing credentials and submitting cybersecurity reports, among other reports and processes that will remain accessible through the OCS website.
All entities notified by this communication are required to take cognizance of the content of this Circular Letter.
