PR| Puerto Rico’s Office of the Commissioner of Insurance (OCI) has adopted, effective immediately, a mandatory protocol governing visitors and lobbying activities to promote transparency, integrity, confidentiality, and orderly access to the agency. A person seeking to influence an OCI decision, action, or policy on behalf of a client, entity, or other interest is considered to be engaging in lobbying and must use official channels, identify the client and matter at issue, provide a proposed purpose and agenda, disclose all participants, demonstrate Lobbyist Registry registration when required, submit a two-year conflict-related certification, complete the OCI Lobbyist Meeting Request Form, and obtain formal OCI approval before meeting—generally by applying at least five business days in advance. OCI will not accept informal, incomplete, unauthorized, or personal-account-based lobbying requests, and it will not discuss new substantive matters not included in an approved request. Routine regulatory communications—such as those involving licensing, registrations, examinations, investigations, official information requests, compliance matters, agency-initiated contacts, administrative or adjudicatory proceedings, technical or ministerial functions, and logistical coordination—are expressly excluded from the definition of lobbying.
