LA| Louisiana Department of Insurance Bulletin 2026-04 (Revised and Reissued, dated April 29, 2026), notifies all property and casualty insurers and producers of the promulgation of Regulation 136—Fortified Homes Premium Discounts, which requires insurers to provide premium discounts on residential property policies for homes that earn a FORTIFIED designation under standards set by the Insurance Institute for Business and Home Safety (IBHS); the required discounts must be calculated using a Louisiana-specific benchmark mitigation discount table developed by the NAIC’s Catastrophe Risk Management Center of Excellence (built from Verisk and Moody’s hurricane catastrophe models, with loss outputs calculated by region—North, Central, South—and adjusted for insurer expenses drawn from public Louisiana homeowner rate filings, all available at the LDI’s Fortified Benchmarks webpage), and insurers must implement these discounts no later than January 1, 2027 for all new or renewed residential property policies issued on or after that date.
