Missouri Department of Commerce and Insurance Announces Key Health Insurance Rate Filing Deadlines for 2026 Plan Year

MO| The Missouri Department of Commerce and Insurance issued Bulletin 25-01 to outline health insurance rate filing deadlines and requirements for the 2026 plan year.

Key highlights:

  • Rate Filing Deadlines: Health carriers must submit rates for Individual and Small Group ACA plans by June 4, 2025, to meet federal and state guidelines. Rates for transitional plans, student health plans, and other health benefit plans must be filed at least 30–60 days before their effective dates.
  • Assumptions for Rate Calculations: Carriers should file a single set of rates assuming the expiration of expanded Advanced Premium Tax Credits (eAPTCs) after 2025. Actuarial memoranda must document alternative assumptions if eAPTCs are extended.
  • Cost Sharing and Induced Demand Guidance: Carriers should follow state-mandated methodologies for calculating Cost Sharing Reduction (CSR) adjustments and induced demand factors, ensuring consistency across plans without relying on ACA experience data.
