MT| Montana’s Commissioner of Securities and Insurance issued an advisory memorandum updating the 2027 QHP certification process and extending the initial rate filing deadline because the state timeline was compressed by the federal 2027 Final Rule. The memo says issuers must submit binder, form, and network information by May 20, 2026; rate filings are due by June 12, 2026; initial QHP applications transfer to CMS by June 10, 2026; rate data templates transfer to CMS by July 15, 2026; issuers can make changes to binder, form, and rates through July 29, 2026; and CMS’s binder final deadline is August 12, 2026. It also clarifies that rate filings must include rate data templates populated with the actual rates the issuer intends to offer, aligned with the June 12 filing deadline, and notes the memorandum is informational and does not change applicable law.
