MT| Montana’s Commissioner of Securities and Insurance has adopted four new rules setting financial and reporting standards for statewide school district health trusts — the self-funded pools that provide health coverage to school employees. Effective July 25, 2026, these trusts must hold reserves backed by an actuary’s risk-based capital recommendation, maintain claim reserves at a 90% confidence level, file a full NAIC health annual statement by September 1, submit audited financial statements by December 1, and notify the state when districts join (30 days), signal withdrawal (15 days), or when the trust plans to dissolve (120 days’ notice).
