NY| ELANY Bulletin No. 2026-02 announces that, effective January 1, 2026, New York excess line brokers who are true “ZERO” filers—meaning they wrote no New York surplus lines business in 2025, had no endorsements or cancellations reported to ELANY, and owe no premium taxes or credits for 2025 or any prior year—may now submit their 2025 excess line premium tax statements early through the DFS portal. This early electronic filing option is strictly limited to ZERO filers; NON-ZERO filers must wait until the end of February 2026, after ELANY’s 2025 members’ report is uploaded to the DFS portal, to begin filing their premium tax statements. The bulletin directs questions to Theresa Hetherington at ELANY or to the association’s general email address.
