NJ| New Jersey DOBI Bulletin No. 26-07 confirms that the 2027 individual-market health insurance open enrollment period will run from November 1, 2026 through January 31, 2027, for both on-Exchange and off-Exchange coverage. The Department states that New Jersey’s statutory requirement for an open enrollment period of at least 90 days under N.J.S.A. 17B:27A-6.1 remains effective, notwithstanding 2025 amendments to 45 C.F.R. § 155.410 that would have constrained enrollment periods, because a federal court decision in City of Columbus v. Kennedy vacated the relevant restrictions; CMS guidance issued July 27, 2026 also affirmed that state-based exchanges retain flexibility to establish open enrollment periods longer than the federal minimum.
