North Carolina Allows Extra Prescription Refills After State of Emergency Declared Over Tropical Depression Chantal

NC| Bulletin 25-B-08 from the North Carolina Department of Insurance notifies all insurance entities that, following Governor Stein’s issuance of Executive Order No. 18 in response to Tropical Depression Chantal and the resulting state of emergency in several counties, health benefit plans must comply with statutory requirements to authorize extra prescription medication refills for affected residents. This temporary authorization lasts for 29 days from the bulletin’s date unless extended. The order applies to all health and stand-alone prescription drug plans regulated by the Department of Insurance.

Key Points:

  • Health plans must allow extra prescription refills during the declared state of emergency in specified North Carolina counties.
  • The authorization for extra prescriptions is valid for 29 days from July 17, 2025, unless an extension is issued.
  • The requirement applies to all health benefit and standalone prescription medication plans licensed by the state.
