North Carolina Announces Semi-Annual Consent to Rate Data Call for Insurers Covering Motor Vehicle and Homeowners Policies

NC| Bulletin 25-B-04 from the North Carolina Department of Insurance (dated February 18, 2025) informs all property and casualty insurers writing nonfleet private passenger motor vehicle physical damage and homeowners insurance in North Carolina about the semi-annual Consent to Rate (CTR) data collection requirement for the period July 1, 2024, through December 31, 2024. Only companies that issued CTR policies during this period must submit the required data, using the provided Excel template without modification, by March 31, 2025; those with no such policies are exempt from this data call. Instructions and forms are available on the Department’s website, and questions should be directed to the specified email address.

  • Only insurers that issued Consent to Rate policies for nonfleet private passenger motor vehicle physical damage or homeowners insurance between July 1 and December 31, 2024, are required to submit data by March 31, 2025.
  • The submission must use the official Excel template (with no modifications except data entry), and instructions/forms are available on the Department’s website.
  • Insurers with no applicable Consent to Rate policies during this period are not required to respond to this data call; inquiries should be sent to DataCall@ncdoi.gov.
