NC| North Carolina Department of Insurance Bulletin 26-B-07, issued July 8, 2026, establishes procedures for deploying out-of-state motor vehicle damage appraisers following a catastrophic event. Under N.C.G.S. § 58-33-70(f), eligible appraisers may perform catastrophe-related appraisal work without a North Carolina license for up to 30 days, provided employer eligibility, notification, and identification requirements are met.
- Eligibility and scope: Appraisers must be experienced, regularly appraise in another state, and hold that state’s license if required. Their employer must be a North Carolina–licensed adjuster or motor vehicle damage appraiser, or regularly employ one or more such licensees; appraisal work must relate solely to losses resulting from the catastrophe.
- Employer notification: Employers may deploy eligible appraisers immediately after providing the required identification badge, but must simultaneously notify NCDOI in writing on company letterhead, listing each appraiser’s name, state of residence, and applicable licensure information and confirming the catastrophe-only scope of work. Email to CATAdjusterRequest@ncdoi.gov is strongly preferred; fax notification is accepted at (866) 565-7854.
- Identification and accountability: Employers must issue badges using the attached NCDOI template, and appraisers must carry proper identification to enter declared disaster areas and produce their badges upon request. Authorization remains subject to compliance and the 30-day limit; the template’s May 31, 2027, expiration date does not extend that limit. Employers are responsible for allowing unauthorized individuals to appraise claims in North Carolina.
