ND| North Dakota Bulletin 2025-3 (amends Bulletin 2024-1) explains that following House Bill 1398, all insurers required to complete a Company Abstract of Statement under N.D.C.C. § 26.1-03-10 must publish their abstract at least three times in newspapers of general circulation, with placement evenly distributed among newspapers in each of the state’s eight judicial districts, and must file proof of publication with the Commissioner within four months after filing the annual statement. Beginning with the 2024 annual statement, insurers—not the Department—are responsible for submitting the Abstract directly to the North Dakota Newspaper Association via the Column website (https://ndinsurance.column.us/place/), which will place the Abstract in a qualifying newspaper in each judicial district, and any questions on uploading may be directed to jesse@column.us. After completing the NDNA filing, insurers must send proof of publication to the Department by attaching the submission to an email to colicexam@nd.gov, while state or county mutual insurers must continue following the provisions specific to their company type, and the bulletin remains in effect until rescinded.
