Oregon Urges Insurers to Aid Policyholders Impacted by Federal Shutdown

OR| Oregon Division of Financial Regulation Bulletin No. DFR 2025-8 urges all insurance entities regulated under the Oregon Insurance Code to actively support individuals impacted by the ongoing federal government shutdown, specifically the approximately 10,000 Oregon federal employees affected as of October 1, 2025. The bulletin recommends measures such as providing a grace period of at least 30 days for premium payments, refraining from involuntary cancellations or non-renewals, waiving or offering flexible options for late fees, and extending claim-related deadlines for these policyholders. Insurers are also encouraged to deliver clear communication and proactive customer service to ensure that affected Oregon residents receive accessible and informed relief, all in compliance with existing laws and regulations. The guidance takes effect immediately but does not alter existing regulations or their enforcement.
