PA| Bulletin 2025-13 announces that, under Act 45 of 2025, the Pennsylvania Insurance Department will, upon request, refund the 2003 Workers’ Compensation Security Fund assessment (without interest) to eligible carriers that paid the original assessment, using an online application due by 5 p.m. on April 27, 2026, for each separately assessed carrier, after which the Fund must issue payment within 60 days of receiving all required information to verify eligibility, including 2003 and current NAIC, name, FEIN, supporting merger/acquisition documentation for any corporate successor, current contact details, and ACH information; it provides the URL for the online application form, contact information for the Bureau of Special Funds, and an extensive list of specific carriers identified by NAIC number and name that are eligible for the 2003 assessment refund.
