TO ALL HEALTH SERVICE ORGANIZATIONS AND INSURERS AUTHORIZED TO UNDERWRITE MEDICAL PLANS IN PUERTO RICO
COLLECTION OF STATISTICAL DATA ON HIV TESTING
Dear Sirs and Madams:
The Office of the Commissioner of Insurance, in collaboration with the Department of Health, is collecting information from health service organizations and insurers related to the screening test for the Human Immunodeficiency Virus (HIV), in accordance with ICD-10 Code Z11.4 (Encounter for screening for human immunodeficiency virus [HIV]), and in compliance with Act No. 45-2016 and Regulation No. 9320 of October 29, 2021.
For these purposes, all health service organizations and insurers authorized to underwrite medical plans in Puerto Rico are required, within fifteen (15) days after the end of each quarter, to submit to the Department of Health the HIV Tests Billed Report and the HIV Tests Performed on Pregnant Women Report, beginning with the quarter that ends on June 30, 2025.
The reports corresponding to the year 2025 for the following periods: April 1 to June 30, July 1 to September 30, and October 1 to December 31, must be submitted no later than January 23, 2026. These reports, as well as subsequent ones, must be completed in Excel format and sent to the following email addresses: teresa.contreras@ocs.pr.gov and mmirabal@ocs.pr.gov.

This Circular Letter becomes effective immediately and renders null and void Circular Letter Number 2020-1971-AF of August 14, 2020.
