State Insurance Bulletin Demands Fair Access, Transparent Commissions for Medicare-Eligible Idahoans

ID| The Idaho Department of Insurance issued a Bulletin No. 25-06 to clarify its expectations regarding unfair trade practices affecting Medicare-eligible consumers, emphasizing that health insurance carriers and producers must make all approved products and enrollment applications readily accessible, avoid discouraging the sale of any filed plan, and honor compensation structures as originally developed unless the plan was filed explicitly as zero commission.

The bulletin asserts that any attempt to limit consumer access by removing applications, changing producer incentives midyear, or steering sales away from certain products constitutes an unfair method of competition under Idaho law. The Department underscores that all carriers are expected to act in good faith, prioritize the best interests of seniors in Idaho, and ensure the marketplace remains open and fair, warning that compliance will be monitored and violations may lead to enforcement action.
