Surplus Line Association of California issues Bulletin #1486 outlining California Department of Insurance Moratorium on Non–Renewals and Cancellations in Wildfire-affected Areas

CA| Insurance Commissioner Lara issued Bulletin 2024-13, on November 14, 2024, announcing a one-year moratorium on non-renewals or cancellations of homeowners’ insurance due to wildfire risk in areas affected by the Mountain Fire in Ventura County.

The bulletin was addressed to both admitted and non-admitted insurers writing residential property insurance in California. The moratorium retroactively covers the time period starting November 7, 2024. Zip Codes covered listed in California Insurance Department Bulletin 2024-13.

If any nonrenewal or cancellation has taken place since November 7, 2024, in those ZIP codes, the insurer must offer to rescind any notices of nonrenewal or cancellation and to reinstate policies that were in place at the time Governor Gavin Newsom declared a state of emergency there. the CDI reserves the right to issue supplemental bulletins which may include additional zip codes determined to be affected by these wildfires.
