Texas Adopts Amendments to Streamline Insurance Code References and Modernize Regulatory Language

TX| The Texas Department of Insurance adopted amendments to several sections of Title 28, Chapter 1, addressing administrative updates and agency reference corrections in the Texas Administrative Code. The changes reflect the transfer of responsibilities from the abolished General Services Commission to the Office of the Attorney General and the Texas Comptroller of Public Accounts, align language with plain‑writing standards, and adjust certain fee structures. No public comments were received, and the adopted rules were found to be a valid exercise of TDI’s legal authority.

Key changes:

  • Replaces outdated General Services Commission references with correct citations to the Office of the Attorney General and Texas Comptroller of Public Accounts to reflect current statutory authority.
  • Updates administrative language and formatting for plain‑language consistency, including substituting “shall” with “will” or “must.”
  • Revises fee structures, setting a $10 charge for official seal certifications and retaining charges for copies of public records per OAG rules.
