Texas Approves 11.5% Workers’ Compensation Rate Reduction Effective July 2025

TX| The Texas Department of Insurance (TDI) has approved the National Council on Compensation Insurance (NCCI) advisory loss cost filing, effective July 1, 2025, which includes an average decrease of 11.5% in loss costs and updates to classification relativities. Insurance companies writing workers’ compensation policies in Texas must adhere to specific rate bases and filing requirements outlined in the bulletin.

Key points:

  • Rate Filing Requirements: Insurers must file updated rates, supplementary information, and supporting documents with TDI by June 1, 2025, using the most recent data. New insurers must submit filings at least 30 days before issuing their first policy.
  • Permissible Rate Bases: For policies effective on or after July 1, 2025, insurers must use either their own classification relativities or NCCI’s updated loss costs; prior years’ loss costs are not permitted.
  • Compliance Resources: Insurers should refer to the “Property and Casualty Filings Made Easy Guide” and comply with Texas Administrative Code Section 5.9334 for filing requirements. Additional guidance is available through TDI contacts provided in the bulletin.
