Texas Department of Insurance Announces Changes to Windstorm Insurance Limits for 2026 Policies

TX| Texas Commissioner of Insurance issues Final Order 2025-9540 modifying Texas Windstorm Insurance Association (TWIA)’s proposed changes to maximum liability limits for windstorm and hail policies effective January 1, 2026. TWIA’s request for liability limit increases on most policy types was disapproved, except for manufactured homes.

Main Issues:

  • TWIA had proposed increases of 2–2.8% in maximum liability limits for residential dwellings, apartment contents, commercial/governmental structures, and manufactured homes based on inflation adjustments guided by the BOECKH Index.
  • The Commissioner disapproved increases for all categories except manufactured homes, citing that cumulative adjustments had already exceeded index-based increases; only the limit for manufactured homes was approved.
  • Public hearings were conducted, but no public comments were received. The order concludes with approval only for the manufactured home liability increase, with other proposed increases being denied.
