UT| The Utah Insurance Department issued guidance in April 2025 regarding changes from HB258, which provides an annual open enrollment period for Medicare Supplement Insurance (Medigap) enrollees. Beginning May 7, 2025, current Medigap policyholders in Utah are entitled each year, around their birthday, to switch to a different Medigap plan with their current insurer—regardless of health status—without underwriting.

- During the 60-day annual election period starting on the enrollee’s birthday, policyholders may move to another Medigap plan of equal or lesser benefits (excluding innovative benefits) with the same insurer, without re-rating or re-underwriting.
- Insurers are not required to offer plans through affiliated companies, but may adjust premiums if the new plan is within the same rating class; regulatory updates to Utah Admin. Code R590-146 will follow to reflect these changes.
