Washington Announces Three Rulemaking Proposals

WA| The Washington Office of the Insurance Commissioner has announced the initiation of three proposed rulemakings:

  • Service Contracts and Protection Product Guarantees (R 2025-09): Proposed rules would implement HB 1006 by clarifying definitions, filing requirements, and financial responsibility standards for motor vehicle service contract providers and protection product guarantee providers. Proposed August 19, 2025.
  • Mental Health Parity (R 2025-13): Following the passage of E2SHB 1432, these proposed rules will update and align state regulations with new mental health parity requirements, ensuring consistent access to medically necessary behavioral health care and incorporating federal standards. Proposed August 19, 2025.
  • Title Insurer Educational Programs (R 2025-08): The Commissioner is proposing rule changes to clarify when title insurers may conduct or sponsor educational programs, ensuring alignment with anti-inducement laws and providing clear guidance to regulated parties. Proposed July 22, 2025
